Captain Phantoms Ship is an extra area from the Christmas event, and as such an extension of Eumi Island. It can be accessed from the south-east of Lilycove City, but only after having talked to the receptionist in Eumi Island Theme Park 1, then to Wattson and Officer Shamac in Route 110.
This first room, Captain Phantoms Ship Foyer, has two elevator doors on the first floor, the west one connecting to Captain Phantoms Ship Storage Room, and the east one connecting to Captain Phantoms Ship Cabins. On the far north is another door leading to Captain Phantoms Cabin. The storage room is however empty. The Ship Cabins has more trainers and leads to a few more empty rooms.
Finally, Captain Phantoms Cabin is where the captain is located as, and as such is the goal of the location. However, once the Captain has been defeated, it will no longer be possible to return to this location.

Captain Phantom
The goal of going into the Phantom Ship is none other than retrieving the part needed for New Mauville's power. The ship will be filled with many trainers that has randomized teams, but there isn't anything special happening until talking to the captain in Captain Phantoms Cabin.
Captain Phantom will fight the player with a team of Pokemons varying between level 34 and 44. His Pokemons will also be equipped with items such as the Life Orb and Black Sludge. However due to their low levels, he should be easy to defeat. Win or lose, the player will still receive the Machine Part, and all there will be remaining to do is to deliver it back to Wattson in front of New Mauville at Route 110.
