Pewter City Route 3 Mt. Moon

Route 3 is a mountainous Kanto route that’s interlocated between Pewter City and Mt. Moon, serving as a junctional route therebetween.

This area will be made accessible immediately upon defeating Brock in Pewter Gym; thereafter, the occlusive NPC in Pewter City will disappear, allowing the player to seamlessly enter this route. This route and pathway onwards must be traveled in order to reach Cerulean City—the second gym-badge destination in Kanto’s successional line.

This is the first route a player will access wherein Diggable Patches are available; however, until the Thunder Badge is acquired in Vermilion Gym, they will not yet be usable.

Escape Rope-vendor

Next to Mt. Moon‘s entrance, an Escape Rope-vendor named Ned will sell you 5 Escape Ropes for 2,000; this saves a net expenditure of 750 if you were to buy 5 from Pokémarts or department stores, since they are standardly retailed for 5,500 apiece.

They can only be bought from him once per day.

Pokémon Center

A Pokémon Center exists herein, providing its more stationary trainers an area to heal and modify their lineup as a more proximate Pokémon Center to Mt. Moon and the grass on Route 3.

A Magikarp salesman—a nod to the duplicitous salesman that was depicted in the anime—will sell you a Magikarp for 2,500 if there is an empty space in your party. If you show him the Magikarp after purchasing it, he will randomly teach it Hydro Pump, Reversal, Bounce, or Dragon Rage. While this Magikarp will have a greater shiny rate than those Magikarp found in the wild, this source is ultimately discommended unless you want to expedite this Pokémon’s acquisition, since the Old Rod will be claimable in Vermilion City to fish this Pokémon.

Mt. Moon digway

A digway is burrowed on Mt. Moon, thereby providing an expeditious shortcut between Route 3 and Route 4.

As are the provisos with any other digway, you must have a Pokémon with at least 150 happiness points and the Dig technique on-hand in addition to interacting with the outlet on Route 4 in order for this digway to be usable.
