Cerulean City is a city located in Kanto. It is the quadripoint between Route 4, Route 24, Route 9, and Route 5, sharing equidistant borders with all of them.

This city houses Cerulean City Gym—the second gym one will challenge in Kanto’s successional line. Misty presides over the gym, who specializes in Water-type Pokémon and will reward the Cascade Badge to victorious challengers.

Once the Cascade Badge has been procured, the trainer will no longer be barricaded from passing the pathway northeast of Cerulean Gym; this pathway can be used to snake your way towards Route 5 en route to the next gym in Vermilion City.

On the outskirts of this city exists the entrance to Cerulean Cave—the most potent training area in Kanto. Since its entrance is cutoff by water, you will need Surf in addition to either a Pokémon that knows the move or a Surf Mount in order for it to be reachable.

Cerulean City Bike Store

The Bicycle is eventually obtainable in Cerulean City Bike Store, as this is where you will redeem your Bike Voucher for one.

The Bike Voucher is obtainable in two ways from Old Biker Steven—the indigent house occupant who mentions that he wants the Ditto to keep company to his other one. He resides in the house directly to the right of the Pokémon Center.
The first method is by trading a Ditto with your OT and giving Steven 40,000. The second method is by just paying 60,000.
Whichever option you choose, you will be given the Bike Voucher which you can then exchange for a Bicycle in the Bike Shop of Cerulean City.

Afterwards, should you feel like changing the color of your Bike, interact with Bike Mechanic Jimmy. He will offer you color variations such as Red, Blue, Green and Yellow, depending on which one you firstly chose.

Move Relearner

One of the biregional move-relearners is stationed in Cerulean City, specifically westward of the city’s public pool.

Any move technique that is available in your Pokémon’s pool of level-up/instinctual moves that it has satisfied the level requirement for can be relearned, here; this is helpful in case you wish to recover a Pokémon move that you overwrote or initially rejected if the move is not feasibly or more cheapily learnable via TMs/HMs, Move tutors, or Egg Moves-tutors.

NPC Traders

Jynx-trader

An elderly man in Cerulean House 3 will broker a trade for his Jynx in return for a Poliwhirl.

Cleffa-trader

A boy in his bedroom in Cerulean House 5 will broker a trade for his Cleffa in return for its evolved form in Clefairy.

This is the earliest-available avenue for obtaining Cleffa before you can trade for one, reap one as a potential reward from Naero, or encounter it in the wild.

Burglarized house

After you defeat the Team Rocket agent outside of House 6, enter the house and ythe NPC inside will reward you with a Dig TM—the most expeditious method of obtaining the TM before it is purchasable in Celadon Department Store, and it is generally faster to acquire the move through this TM than by training a Pokémon that knows it via level-up to the requisite level.

Cerulean City Trainers

Officer Jenny’s bounties

Just like in Viridian City, there is an Officer that gives small quests called ‘bounties’. Found directly to the west of the Pokemon Center, she gives the following bounties:

• Effort Train a Pokémon: This bounty requires the player to do a little bit of EV training on any of their Pokémon. The complete condition is for a Pokémon to have at least one stat that has 50 more EV points than its lowest stat; the Pokémon must also be caught by the player. As Jenny suggests, this can easily be done on the specialized EV training location, Route 24. The reward for completing this bounty is 10,000.
• Teach a Pokémon Dig: This bounty requires the player to show Officer Jenny any Pokémon with the move Dig. The quest can be completed early by using the TM28 (Dig) obtained after defeating the Burglar in Cerulean City. If the player doesn’t want to use the TM, Sandshrew and Diglett can learn the move by level up at levels 30 and 31, respectively. The reward for completing this bounty is a Soft Sand.
  • Dig up a Gem: Continuation of the Dig quest, this bounty requires the player to dig up at least two different kind of Gem items. This can easily be done by digging all patches at Route 3 and Mt. Moon. These gems are not lost upon completing the quest. The reward is a Big Pearl, which can be turned in for 9,000 at the nearby Item Maniac in Route 25.
• Catch a Cute Clefairy: This bounty requires the player to catch a Cute Charm Clefairy. These can be found in Mt. Moon, but the player must pay attention to the ability the Clefairy has. The Clefairy is not lost upon completing this part of the bounty. The reward for completing this bounty is 6,000.
  • Deliver the Clefairy: Continuation of the Clefairy bounty. Officer Jenny will ask the player to deliver a Cute Charm Clefairy to Laila in Vermilion City‘s Library. The Clefairy does not have to be the same as shown to Officer Jenny, but must follow the same conditions. It will be permanently deleted, so it is recommended to give a Clefairy that the player does not want to keep anyway. Laila will reward the player with 2 Rare Candies, and returning to Officer Jenny afterwards to complete the bounty will reward the player with 4,000.

The player may accept any bounty at the same time, but each bounty can only be completed once.

Cerulean Cave

The entrance can be reached by surfing from either Route 4 or Route 24.

The cave can be entered contingent that you have completed the Cerulean Cave (quest); it will be blocked by a guardian until then. Since one of the precursory steps of the quest is to interact with the aforementioned guardian, it is advisable to do this if you decide to surf there.

Cerulean Subway

Cerulean City is one of the seven destinational outlets available in Kanto’s intraregional-subway system, thereby providing an expeditious shortcut to this area and to six other destinations from it.

Contingent that you have completed the intraregional-subway quest, you may board the subway from Cerulean City’s Pokémon Center for a fee of 2,500.

Cerulean City Gym

Upon defeating Misty, you will procure the Cascade Badge; this is needed to advance to Route 5 en route to the next gym in Vermilion City.
Thereupon, Water Pulse will be sold by the Gym Guide for 3,500 for one or for 14,000 for five. However, the first time you purchase the TM, it will be sold at half the true value, lowering the cost to 1,750.

Misty

As a Water-type specialist, Grass-type Pokémon will be most type-advantageous against her—both the offensive and defensive damage-modifiers—in addition to Electric-type Pokémon (particularly if you started with Pikachu). If you did not start with a type-advantageous Pokémon, it will not take long to scour for a catchable Grass-type Pokémon on Route 24, since Bellsprout, Oddish, and Sunkern abundantly spawn thereon.
