Route 19 is a seabound Kanto route that is interlocated between Fuchsia City and Route 20.
From here, you can travel asea en route to Cinnabar Island for your first travel, as this is the first route wherein you can surf on the connective seaway to the island of the seventh gym in Kanto’s successional line of them. To embark on the water, you must have HM03 and a Surf-wielding Pokémon, a Surfable Mount, or another navigational device on-hand; the aforementioned HM device is findable in Kanto Safari Zone, which is accessible after battling Victor herein.

Ranch farm
Right of the route’s segmental mountainside can be found a ranch-farm; accessing it entails surfing on water in order to curve your way to this expanse of land.
This ranch-farm is the domain of starting the Arcanine Mount quest wherein an Arcanine Mount is eponymously rewarded, thereby providing a rare alternative avenue for one as opposed to purchasing one on the Coin Shop.
Victor
Imitatively derived from the Pikachu-owning namesake in the anime, Victor can be found ashore on this route.
Akin to his anime counterpart, he is accompanied by a Pikachu that is also named Puka; you will be challenged to battle it as the only Pokémon in his lineup. Contingent that you win, the Kanto Safari Zone will be accessibilized to you, allowing you to obtain HM03 (Surf) therein to mobilize you on water.
Additionally, he will act as a Surf tutor for Pikachu only; this can be any Pikachu, regardless if it was your starter or not, as long as they are registered under the player’s OT registry.
Sailor
A Sailor is waiting at the edge of the beach. He will take the player directly to Cinnabar Island for the price of 2,500, or for free if the player has an active Transit Pass. However, he only offers the service to those that have completed the Transit Quest and the Kanto Elite Four.
