Rustboro City is a large Hoenn city, serving as an intersection between Route 104, Route 116 and Route 115. Route 116 will however be blocked until the local gym has been defeated, while Route 115 will be blocked until the badge from Mauville City‘s gym has been obtained.
The city has quite a few points of interest that will keep the player returning a few times. Most notably, the Devon Corporation Building will be required to revisit a couple times during the storyline, and is also deeply evolved into Fossils, reviving some of them and selling some others.
Notable Miscellanies
Peeko Quest
After completing the local gym, the notice blocking the way to northern routes will point toward the Scientist standing in front of the gym. The Scientist, seeing that the player has defeated Roxanne, will ask to recover his Devon Goods that were stolen, and will say the culprits ran to the east, Route 116. The culprits will be waiting in Rusturf Tunnel, and it will be necessary to defeat them before returning to the Scientist.
After retrieving the Devon Goods from the Maqua duo in Rusturf Tunnel, the Scientist will thank the player and say that the President of the Devon Corporation wishes to talk to the player. He’ll be waiting at the top floor of the Devon Corporation Building for a new story-mandated quest.

Letter to Steven Quest
After completing the Peeko Quest, Mr. Stone, the President of the Devon Corporation, will be waiting for the player on the top floor of the building. He’ll entrust the player to a letter that must be delivered to his son, Steven, which he says is currently in Granite Cave near Dewford Town. More precisely, he’ll be at the very end of the cave, which requires to go to its bottom floor and then back to the upper part of the first floor.
After delivering the letter to Steven and returning to Mr. Stone, he will immediately give the next story-mandated quest. Completing this task will also unlock the Fossil reviver on the lower floor.
Devon Goods Delivery Quest
After having completed the Letter to Steven Quest, Mr. Stone will give the player back the Devon Goods and ask to deliver them to his friend in Slateport City, with the mention that he likes to hang around the Museum.
Fossil reviver
In the second floor of the Devon Corporation building, Harvey will revive Fossils up to the third generation, given that the player has delivered the letter to Steven in Granite Cave beforehand. The list of fossils he revives is as following:
- Dome Fossil into Kabuto
- Helix Fossil into Omanyte
- Old Amber into Aerodactyl
- Root Fossil into Lileep
- Claw Fossil into Anorith
Each Pokemon will be initialized at level 25, a fairly decent level for the time it is unlocked, if the player desires to revive a fossil from previous regions for his or her Hoenn playthrough.
Fossil seller
In the second floor of the Devon Corporation building, Kurnia will sell the Sail Fossil and Jaw Fossil, given that the player has already obtained 240 Evolved data, a task that will surely not be achieved when this NPC is first available.
Each Fossil will cost 120,000, and a maximum of 12 Fossils can be bought per 24 hours.
Guide Bob
Guide Bob returns once again, waiting in front of the Pokémon Center. Recognizing the player, he skips his tutorial again and directly gives a starter kit of 5 Pokeballs, 5 Potions and 10,000.
Rachel’s Friends Quest (Taylor)
Two of the locations the first friend of Rachel can be found at is are in Rustboro City, either inside the local gym close to its entrance, or on the third floor of the Devon Corporation building. She will trade the player’s Pokeball for a Potion.
The next friend to find will be Tukul, who can be found in either Route 116 or Route 117.
Free False Swipe
In the Pokémart, an NPC called Max will give the player the TM104 (False Swipe) simply for talking to him. This makes it possible to prepare a Catcher Pokémon to use during the Hoenn storyline, even without carrying any of that TM from Johto.
Dynamic Punch Tutor
In the last floor of the south-westmost building is Expert Belt Po, who will offer a challenge to the player. The challenge consists of finding 3 hidden scrolls within the building; the hidden scrolls are all hidden items found on the red objects hanging on the northern walls of the 1st and 2nd floors. Upon examining them, a Fighting type Pokémon will attack the player:
- 1F Scroll: Level 16 Machop
- 2F west Scroll: Level 17 Meditite
- 2F east Scroll: Level 17 Makuhita
They will not offer any experience nor money. Furthermore, if the player loses, there will be a 2 hours cooldown before being able to fight the Pokémon again.
Once all three scrolls have been obtained, Expert Belt Po will start acting as a Move Tutor for the move Dynamic Punch, teaching the move to any compatible Pokémon for the price of 7,500.
Mrs. Lita
In the furthest house east from the Pokemon Center, Mrs. Lita will ask the player to find her three boys, Kevin, Devin and Brevin. They will be scattered throughout the nearby areas:
- Kevin is in the second floor of the Devon Corporation building, which is the north-westmost building.
- Devin will be biking after the first patch of grass in Route 116. As such, it is the only NPC that will require to defeat Roxanne beforehand.
- Brevin is in the Trainer School, the house between Mrs. Lita’s house and the Pokémon Center.
Each of them will fight the player before returning to Mrs. Lita. Once all three of them have been defeated, Mrs. Lita will reward the player with a Wingull, which will be initialized at level 5.

Trainer School Master’s Quiz
In the Trainer School, the first building east of the Pokemon Center, an NPC called Master will offer a Quiz to the player. He warns beforehand that the quiz must be completed within 5 minutes. Furthermore, most questions are unique to the Pokemon Revolution Online universe, and likely to not be known by the player by the time he or she takes the quiz. There are 5 questions in total which are taken within a pool of different questions, and if the player fails 3 or more questions or takes more than 5 real time minutes to answer, the quiz will be failed and a cooldown of 24 hours must be waited before attempting the quiz again.

Rustboro Gym
The Rustboro gym’s layout may appear to look like a maze at first glance, but the path is actually straightforward, with the possibility of ignoring the first trainer of the gym. There is also a one-way shortcut that the player can take from the gym leader, however because of the straightforward layout, it barely saves any time.
Upon defeating Roxanne, the Gym-greeter will sell TM89 (Rock Tomb) for the price of 3,000, or for the reduced price of 12,000 for 5 of them.

Roxanne
Roxanne is the first gym leader of the Hoenn region and specializes in the Rock type. As such, fighting her may prove to be difficult if Torchic was chosen as a starter. There are however a few Water or Grass type Pokémon in the few available areas that will prove to do the job just fine. It is to note however that Seedot won’t do much without the use of TMs and HMs, while Wingull and Sewaddle may struggle due to their weaknesses to Rock type. The battle will however be easy as long as the Pokémon know the right offensive moves.
